Banned Drinkers Register (BDR): Consultation on options to strengthen the BDR

The Department of Local Government, Sport and Cultural Industries (DLGSCI) is currently undertaking a trial of a Banned Drinkers Register (BDR) across the Pilbara, Kimberley and Goldfields regions. The BDR targets harmful levels of alcohol use by controlling access to takeaway packaged alcohol. Individuals who are listed on the BDR unable to purchase takeaway liquor.
Each trial runs for 2 years, with an evaluation being undertaken after 12 months. The first interim evaluation of the Pilbara BDR trial was recently released. Following this evaluation the Government is proposing a number of changes be made to the system. The proposed changes focus around five themes;
1. Mandatory participation in the BDR by licensees (liquor outlets) in locations where the program is operating;
2. Enhancement and expansion of the BDR registration pathways;
3. Minimisation of secondary supply;
4. Expansion of the BDR program to other locations during the trial period; and
5. System and process enhancement.
These changes will be implemented across all trial sites.
DLGSCI is currently seeking feedback on the 18 proposed changes. Consultation is open to all community members and organisations. Feedback is being accepted until 2.30pm Thursday 27 October 2022.
